Shift problems

I rebuilt the 3 speed manual steering column in my brothers 70 F100 that he inherited from our father. I replaced everything, bearings, shift collar, shift levers, plastic spacers between them, turn signal harness. The only thing I didn't replace because I couldn't find one was the plastic sleeve at the bottom of the shift tube under the spring.The problem I'm having is that the first and reverse shift lever moves the 2 and 3 shift lever at the same time not allowing reverse and first to go into gear. The 2 and 3 shift levers work fine. Any clue what I screwed up?? Thanks
