Condenser to coil?

I removed my carb today and found there was a normal looking condenser attached under the carb bolt and the condenser wire went to the plus terminal on the coil. Not factory! I think this is an attempt to suppress static to the radio? Am I right? Does anyone know for sure?

In other words there is a condenser (capacitor?) from a grounded engine bolt and goes to the plus terminal of the coil. If the cap shorts out would this ground the coil making it inoperative or other problems?
I think the PO added this for radio static suppression but not sure.
