Something going crazy with my guages...

My guages aren't working so I decided to work on them today, I started with the IPVR or whatever its called and sure enough it was busted into two pieces. So I took the cluster out of my crew cab to see if that was my only problem and here's what I got... Temp guage is the only thing working except lights, so I check the fuse its not blown, but it has no power to the circuit, so I took it out and the lights quit, not sure why it has no power but i'll jump it to a hot wire tomorrow to see if this helps. Any Ideas on why this is the only circuit in the fuse panel with no power?
