The resistor doesn't do anything on high, it controls low and medium.
When on high, the heater switch supplies power directly to the motor, bypassing the resistor coils.
#270 would be high
#268 & 269 would be the other two speeds.
I would start by checking the wiring for #270 that runs to the resistor assembly. Check for corrosion or a broken wire. Also check to make shure the blower motor has a strong good ground, because high draws allot of amps.
If that's all ok, then suspect the new switch.
