300 EFI Swap , No Spark ?????

Hey all. Trying to figure out the last bit of the EFI swap. First off the Engine and wiring is from a 1990 F-150 manual shift 5 speed. So far the 69's wiring hasn't been touched. The only wiring on the 89 harness cut so far is the grounds pins 20,40,60 and 49, all combine to one wiring connected to the battery. The connections made so far: Fuel pump relay, and EEC relay, both are connected to the battery for now. The EEC relay has power power going to the big yellow (always 12v) and the red (engine running power) 12v volts is running to both at all time while the relay is on. I have a jumper wiring from the red wire to the green/yellow wire on the coil. The coil terminals show a reading of 12 volts all the time. Both sides of the coil. The plugs smell gassy but no spark. I'm leaning toward a bad TFI Module but want to be sure before I spend money on it.

Small update. I did not have the start only wire hooked up to the start only on the trucks wiring. I have also found a rusty mess inside the distributor. After replacing all the dis. components I now have a good spark. However, the engine acts like its out of time. It only makes one pop per revolution. Not knowing if I installed the new dis at TDC of the compression stroke or exhaust, I've tried both ways. There is no schrader valve to do a fuel psi test. I would doubt there is a lack of pressure because it has a new walbro 65 psi unit. At least now theres spark. I've also read about pin number 30 and 46. Seems to be a neutral/clutch safety switch. Would this cause no start, do you join the two wires?

Second update. I've found that the spark is good. Timing is very close. After removeing the plugs I noticed that they kinda smelled like gas but very faint. I'm going to add a puller fuel pump to the mix. I dont think the walbro is providing enough pressure because it's have to suck gas out of tank as well as push it into the engine. I tried cranking it while hold the throttle half way open. This caused to engine to run/cough/puff on it's own for about 4 seconds at maby 100 rpm's.
