Yeah, it is both your NSS and your reverse light controler. Take the switch off the column and manually move the lever while someone watches the reverse lights and see if they come on at all when you manually move the switch. You may have to adjust the position of the switch on the column slightly to get the reverse position lined up properly. But check to see if it works first.

When you have the screws loosened on the switch, it allows you to move the switch a little each direction to get the proper adjustment before tightening it back down.

If your NSS isnt working, then someone may have hardwired the two wires for the NSS together somewhere prior to the switch in order to bypass the NSS. Just follow the wires back and see.

you might be onto something with the nss not working. i just replaced that tab that goes onto the shift tube becuase it was missing. so maybe someone harewired it so that it would start w/o the nss. that would have to happen if that tab was missing so that it would start correct?

Yes, if someone broke the tab and didnt want to replace it, they would either have to unscrew the NSS switch and manually manuever it or just hardwire it to bypass the switch which would be the easier way to do it. There are 4 wires that go to the NSS switch. 2 of them are for the NSS circut and 2 of them are for the reverse light circut. If someone just connected the 2 wires for the NSS together, then it completes the NSS circut and the truck will start in any gear as it sees the vehicle always in Neutral.
