It rained today and I noticed that when at idle, my wipers move at a nice pace - about what you would expect. But as soon as the engine revs up, the wipers speed up proportionally. At 40 mph, they were going more than twice as fast as normal. I've also noticed my headlight intensity grows with engine revs. Does this sound like a bad regulator? I just replaced my alternator the other day, and I figured I should probably replace the regulator too.

Yes it does sound like a bad regulator or bad connections where the harness plugs into it. Also check that the regulator mounting is tight and making a good ground connection.

maybe the headlight fluid just needs topped off jk like said, voltage regulator is where I would start.
