ground strap locations

I am having tail light issues on my 1969 f100 I think might be a grounding problem. Can anyone tell me where there the bed is grounded to the frame or does the bed bolts provide the ground.

Yep.. bed bolts. Many FTE'ers and Fordification members will add supplemental ground straps to stave off electrical gremlins. At a minimum:
Core to frame
Cab to frame
Bed to frame
Engine to cab (stock)
Front bumper to frame (Stock! my 70 and 71 both have factory braided straps between the bumper bolt and the frame)
