I try to avoid driving the old truck, actually either of mine, in the rain to help with rust. Call me paranoid but if I don't have to I don't want to ; especially in the '68. I got caught in a small shower the other day and turned on my wipers. Occasionly they would go to far down and smack the bottom rubber price on the windshield. They park and operate fine other than that. I'm not sure why they do that but is there a way to cheaply fix it or make adjustments?

Maybe try moving the arm back just one "tooth", just not so far as it would now impact the left or driver side. You know, pull the arm off the stud with splines that protrudes through the cowl and reindex it.
I know you thought of that but it seems that would just be an easy attempt and not the "real" answer. I have a car that only did it on the highest setting and the reindexing solved my issue. Let us know what you find.

That would most likely fix it. They will be a little higher when parked though. I can't seem to pull the wiper arm off for anything. 
Where does is sperate at? Maybe some PB Blaster might help...

You'll need a windshield wiper arm remover tool. You can pick one up at your local parts house. Makes things much easier.
