Horn Short

I'm working on my '70 F250. I installed a new turn signal switch and horn contact brush. My horn will now go off if I short a screw driver from the brush to the shaft like it should. The problem I'm having is as soon as I install the wheel the horn will not go off. No horn button even installed.

Is it possible that the wheel itself is shorting out? Anyone ever heard of this happening?

What do you mean by 'go off'? Do you mean that it does not honk or that it does not stop honking?

Sorry, it does not stop honking. I think I may have figured out the problem. I'll post with an update.
