all the harnesses will have the blue wire. yours may be cut off back to the tape line. or even into the tape. you can get dykes into a tape line and hide cut off wires.

Check that the blue wire is not on the truck harness side in the connector and is being hooked up to the wrong wire on the instrument panel side... On trucks with idiot lights this wire is in the connector, on trucks with full gauges this blue wire is outside the connector as yours is. If your truck originally had (is wired) for the idiot lights you have to move a couple of wires in the harness around to match up correctly on a full gauge cluster and the Amp gauge will not work.
Check all the wire colors on both connectors and make sure they line up with the other.

Thanks for all your help! I had a great weekend...because, for the first time in six months by turns signals work!
They didnt work because I was using a instrument panel from a donor truck and in the connector there were two wires in different spots. I also had switched out the TSS which also seemed to change something...I still don't understand this part, because the wire colors all matched up, but once I figured out that the connector from the instrument panel was off, I just moved the wires around so that they were connected correctly and everything worked!!!
I sure learned a lot about the wiring in these trucks and next time it wont be nearly as intimidating to work on the electrical. There is no way I could have figured it out without the input from you guys and the schematics from this site. Thanks again! Now, I am starting on my disc brake conversion.
