when you turn the headlights on the park lights are suppose to go off. the cluster lights are controlled by the headlight switch. you can turn the knob to turn up the brigthness of the cluster lights. and also turn on the dome light. if it doesnt turn up the cluster ligths then the headlight switch rheostat is bad. and the headlight switch will need to be replaced.

This was the same up through the 70 trucks, it was in 71 that they changed to where they stay on with the headlights.

Shayne, thanks for the correction. For some reason I had it in my head that it was a 67 only feature, but it is in fact a 67-69 feature. 70-72 had to change to the wrap around marker lights to meet new requirements and they had to stay on when the headlights were turned on. http://www.fordification.com/tech/67-72ID_01.htm
The '70-up pickups have parking lights that wrap around the side which were considered acceptable as side lights too, as long as they stayed on with the headlights. A wiring change in '70 made the parking lights stay on with the headlights, unlike the '67-'69 trucks which had parking lights that were off whenever the headlights were on. (The '70 change was in the wiring harness, not in the headlight switch, which remained the same from the previous year.)
